Turbocharger/Supercharger Wastegate Solenoid "A" Low

The ECU detected the wastegate control solenoid A circuit voltage below the lower threshold — typically open winding or short to ground. With the solenoid inactive, the wastegate either stays open (no boost) or fully closed (overboost), depending on system layout.
